Ochrana historických krajinných struktur osady Trčkov, části obce Orlické Záhoří
Abstrakt: The article is devoted to the protection of preserved landscape structures in the Protected Landscape Area of the Orlické hory (PLA), specifically the most valuable part of the village of Orlické Záhoří, the settlement of Trčkov. The aim of the article is to evaluate whether and how the Management Plan for the Orlické hory Protected Landscape Area, 2015–2024 (Management Plan) deals with the protection of such landscape values and by which processes and tools their protection, management and care can be ensured. The territory of the Orlické Záhoří is interesting because of its history and current state. Since the 17th century, glass and timber villages were established here, which flourished until the end of the 19th century. Subsequently, however, there was a decline and, after the Second World War or the period of collectivisation, the disappearance of some parts of the village. Since the declaration of a specially protected area in 1969, the protection of nature and landscape has become. Since the end of the 1990s, the attractiveness of this area on the border with Poland has been growing again and the villages are beginning to develop. At that time, however, several specially protected areas had already been declared in the Trčkov settlement. Another important object of protection is the preserved landscape character. The 2015 zoning plan, based on the request of the protected landscape area administration, stabilizes the settlement area and no longer allows the restoration of defunct buildings or the development of construction. Thanks to all of the above, the nature and landscape values in this area have been preserved. By analysing archive maps and comparing the actual condition of the site during field surveys, the values of the surviving landscape structure have been identified. The article deals with the question of whether and how the management plan formulates measures in favour of the preservation of these values. The analysis of the management plan revealed that the formulated measures do not explicitly address the protection of historic landscape structures. Therefore, more specific appropriate measures are proposed. The legislative and subsidy instruments that can be used to ensure the protection, management and care of these values are also outlined.
